Formula Allocations

In addition to allocating funds to states, HUD allocates funds directly to certain jurisdictions. In Iowa, these directly funded entitlements are Des Moines, Davenport, Iowa City, Cedar Rapids, Waterloo and the Siouxland Consortium. State HOME funds can be allocated to projects in those cities if the city also allocates funds to the project.
