FEDERAL CARES ACT
The $2 trillion dollar Coronavirus Aid, Relief and Economic Security Act (the “CARES Act”), provides economic relief to businesses, states and municipalities and individuals affected by COVID-19. While the scope of the CARES Act is wide-ranging, this limited summary provides a high-level overview of unemployment benefits and the relief available for qualifying business concerns.

IEDA SMALL BUSINESS RELIEF GRANTS
Additional funding has been allocated to the Small Business Relief Grant program through the federal CARES Act. Grant award notifications will be sent via email beginning April 23 and will continue until all funds have been exhausted. The additional awards will be made from the current pool of eligible applicants. A new application round will not be opened.

IOWA BUSINESS TAX DEFERRAL

TARGETED SMALL BUSINESS SOLE OPERATOR FUND
All funds available through the Targeted Small Business Sole Operator program have been expended as of May 1, 2020.
The program assisted 364 targeted small businesses through a total of $600,000 in awards. All businesses that have received a grant award through the program have been notified. All award decisions are final agency action. The full listing of awards is available here.

PAYCHECK PROTECTION PROGRAM
Thank you to the Iowa's financial institutions for their assistance in helping Iowa small businesses through the Federal Paycheck Protection Program. The program has reopened for applications, as of Monday, April 27. More information is available here.
Please note, the SBA has rolled out additional program guidance, including loan forgiveness instructions, which is now available on their website.
The Paycheck Protection Program provides small businesses with funds to pay up to eight weeks of payroll costs including benefits. The program is administered by the U.S. Small Business Administration (SBA). In the first phase, 29,424 Iowa businesses received loans totaling more than $4.3 billion. In phase two, 19,997 loans were approved for a total of more than $781 million (as of May 4, 2020). In total, Iowa businesses received 49,421 loans for a total of more than $5 billion (as of May 4, 2020).

ECONOMIC INJURY DISASTER LOANS (EIDL) FOR AG COMPANIES
Agricultural businesses are now eligible for the SBA's Economic Injury Disaster Loan and EIDL Advance programs. The SBA will begin accepting new EIDL applications on a limited basis only, in order to provide unprecedented relief to U.S. agricultural businesses. Learn more and apply.
For agricultural businesses that submitted an EIDL loan application through the application portal prior to the legislative change, the SBA will move forward and process these applications without the need for re-applying. All other EIDL loan applications that were submitted before the portal stopped accepting new applications on April 15 will be processed on a first-in, first-out basis.

COVID-19 IMPACT SURVEYS
UNI Institute of Decision Making Business Impact Survey
IEDA collaborated with the University of Northern Iowa (UNI) – Institute for Decision Making and Strategic Marketing Services on a statewide census of how micro to major businesses are being impacted by COVID-19.
An initial survey was conducted from March 17 - March 23 with businesses from all of Iowa’s 99 counties and industry sectors participating.

A second survey is in progress to understand the impact of the coronavirus pandemic on Iowa businesses and organizations. IEDA will use survey results to inform public policy on recovery and growth, including potential resources for businesses. Survey results will be released soon.

CIRAS Business Survey
The Iowa State University Center for Industrial Research and Service (CIRAS) has been conducting a phone survey to allow a better understanding of the needs of Iowa companies and better connect them to appropriate resources. Iowa businesses continue to be concerned about COVID-19 impacts on revenue, workforce, employee well-being.
