Iowa selected by National Governors Association to improve combined heat and power use in industry

Iowa Utilities Board, Iowa Economic Development Authority joint efforts will provide state and national policy input

September 7, 2012  (Des Moines) – The Iowa Utilities Board (IUB) and Iowa Economic Development Authority (IEDA) have been chosen to work with the National Governors Association (NGA) in an effort to improve Iowa’s industrial use of combined heat and power and enhance economic development.

The IUB and IEDA will participate in The Policy Academy on Enhancing Industry through Energy Efficiency and Combined Heat and Power, which begins later this month and runs through April 2013. The IUB and IEDA will join teams of senior-level advisors and other stakeholders to help Iowa and the nation develop and implement strategic plans to improve the productivity and economic competitiveness of manufacturing, assembling and processing companies.

Combined heat and power systems, also known as cogeneration, generate electricity and useful thermal energy in a single, integrated system. Combined heat and power systems are important because they can convert fuel to electricity and useful heat with much higher efficiency than separate power and heat production.

“I applaud the National Governors Association Center for Best Practices for selecting the State of Iowa as one of just four states chosen to improve our economic competitiveness through advanced energy efficiency,” said Iowa Governor Terry Branstad. “The State of Iowa looks forward to the sharing of best practices across states and we applaud the NGA providing leadership in this important area.”

Iowa’s joint application was one of just four chosen from across the country, along with Alabama, Arkansas, and Illinois.  The NGA will support this inter-agency effort with technical assistance and expertise, workshop training, in-state visits, and grant funding.

One of the first priorities will be identifying potential barriers to cost-effective, large-scale implementation of combined heat and power in Iowa industrial settings. The IUB and IEDA will vigorously pursue the best means of bypassing any identified hurdles, establishing related strategies and policies, and facilitating improvements in Iowa.

The findings of all participating states will provide accomplishments and lessons learned, which the NGA can share with all states and territories. For more information on the national initiative, please see the NGA news release.
