DRAFT 2019 Annual Action Plan
Notice of Availability

 
The Iowa Economic Development Authority and the Iowa Finance Authority announces the availability of a draft of the 2019 Action Plan for the Consolidated Plan for Housing and Community Development as of October 12, 2018.  The report details the housing and community development plans for the 2019 program year with funds provided to the State of Iowa by the U.S. Department of Housing and Urban Development (HUD). The programs covered include: Community Development Block Grant Non-entitlement (CDBG) Program, HOME Investment Partnership Act, Housing Opportunities for Persons with AIDS (HOPWA), Federal Housing Trust Fund (HTF) and the Emergency Solutions Grants (ESG) Program. 

The public is encouraged to comment through 4:30 p.m. November 14, 2018 by contacting: Leslie Leager, IEDA, 200 East Grand, Des Moines, IA  50309, (515.348.6206) or by e-mail at leslie.leager@iowaeda.com.    In addition, a public hearing will be held from 2:30 p.m. to 4:30 p.m. on October 23, 2018 in the Southwest 1st floor conference room at the IEDA offices located at 200 East Grand Avenue in Des Moines to receive public comments on the plan.

Amendment #3
Substantial Amendment to the Action Plan for the Community Development Block Grant - National Disaster Resiliency Grant

 
The purpose of this substantial amendment is to modify two elements of the State of Iowa’s National Disaster Resiliency Grant by reducing the landowner contribution to watershed management practices from 25% to 10% and to clarify the number of housing units completed for resiliency rehabilitation from 320 to a range of 275-320. These modifications will not require any budget adjustments to the NDR funds.

The public is encouraged to comment on the Amendment up until 8:00 am on Monday, July 16, 2018.  Comments can be submitted to Ann Schmid at IEDA, 200 East Grand, Des Moines, IA 50309 or by email at ann.schmid@iowaeda.com.

The Iowa Economic Development Authority and the Iowa Finance Authority have completed the 2017 Annual Performance Report for Housing and Community Development.  The report details the housing and community development activities for the 2017 program year with funds provided to the state of Iowa by the U.S. Department of Housing and Urban Development (HUD).  The programs covered include:  Community Development Block Grant (CDBG), HOME Investment Partnership Act, Federal Housing Trust Fund (HTF),  the Emergency Shelter Grants Program (ESPG), and the Housing Opportunities of Persons with AIDS (HOPWA) program.
