Enhance Iowa Board awards two CAT grants, first baseball/softball complex tax rebate

 
October 12, 2017 (Des Moines, IA) – The Enhance Iowa Board awarded $925,000 in Community Attraction and Tourism (CAT) grants to the Knoxville Public Library and the City of Muscatine. The Board also made its first award from the Baseball and Softball Complex Sales Tax Rebate program to the BettPlex in Bettendorf. The Enhance Iowa Board approved the awards at yesterday’s meeting in Sioux City.

The Baseball and Softball Complex Sales Tax Rebate program was established by the Iowa legislature in 2016. Applicants must own and operate a baseball or softball complex with a construction cost of at least $10 million. The rebate comes from sales of admission tickets, merchandise and other goods sold at the complex and is effective for up to 10 years or until the award amount is reached.

The following projects were approved for grants awarded from the Community Attraction and Tourism (CAT) Fund:

Knoxville Public Library Expansion & Renovation Project, Knoxville
Total Project Cost: $4,438,881
Amount Requested: $425,000
Award Amount: $425,000
Project Description: This project includes new meeting rooms, seating areas, better technology and wireless accessibility, a dedicated teen area, study rooms, additional restrooms, a bigger genealogical room, and a drive-up book drop. The project will also upgrade wiring and improve energy efficiency with new HVAC equipment.

Project Description: The four components of the project include converting the former HNI headquarters into the new library and community center, construction of the Westside Trail, construction of a dog park, and new cabins at Deep Lakes Park.

The following project was approved for a Baseball and Softball Complex Sales Tax Rebate:

The BettPlex, LLC, Bettendorf
Total Project Cost: $11,527,500
Rebate Requested: $2,500,000
Rebate Amount: $2,500,000
Project Description: For the purposes of this award, the BettPlex will include six fully turfed baseball/softball fields. The overall $40 million project will feature four outdoor soccer fields and indoor facilities for soccer, basketball, volleyball, pickleball, wrestling and sand volleyball. There will also be pitching mounds and batting cages for year-round training. The site will have a family entertainment center adjacent to the indoor sporting facility.

The Enhance Iowa Program provides financial incentives to communities for the construction of recreational, cultural, educational or entertainment facilities that enhance the quality of life in Iowa. To date, 21 CAT awards have been granted by the board, totaling $6,728,302. The next Enhance Iowa Board meeting is scheduled for November 8, 2017, in Grand Junction.
